Because education cannot be neutral about certain basic issues (What is man? What is society? Where did we come from?) and because in a pluralistic society people disagree on such issues, it is impossible to impose state education on the entire society without putting these various groups into conflict… If the educational system refuses to address these basic issues, then it is refusing to educate. But if the questions are addressed, they will be addressed in the light of a certain worldview.
